During the Farewell Pilgrimage of 10 AH (632), on the Day of Arafah the Prophet Muhammad ﷺ addressed his companions at Arafat, delivering the first of the addresses known as the Farewell Sermon. He also addressed the people at Mina during the days of Eid.

On 26 April 1979, Turkey's Council of Ministers, by Decision No. 7/17.439, assigned the entire organisation of the Hajj to the Presidency of Religious Affairs (Diyanet). Diyanet had begun organising Hajj in 1977 with the Turkiye Diyanet Foundation, and the two ran it together from 1979 to 1988.

On 2 Rajab 725 AH (1325), the 22-year-old Ibn Battuta set out from his hometown of Tangier with the intention of performing Hajj. This pilgrimage journey became the first step of the celebrated traveller's long voyages.

On 6 April 1953, Turkey's Council of Ministers issued Decree No. 4/531 to assist citizens travelling to Saudi Arabia for Hajj. The first decree of its kind, it set rules on passports, means of travel, health matters and the affairs of pilgrims who died during the journey.
